Outline:
Access the Acquisitions Module.
Navigate to Budgets.
Select Budget for Allocation.   
Open Funds Page.
Create a new Fund.
Enter the Fund details.
Set Warnings while allocating the budget.
Choose Library to allocate the budget.
Submit the Allocation.
